Improve HUB port reset logic to retry several times
Sometimes the port does not respond to reset immediately - this CL retries
in this case.
This allows a stick to work in seaboard port 1, but only after a retry.
BUG=chromiumos-6780
TEST=try on seaboard with Kingston DataTraveler 4GB in ports 0, 1
