Add flag fast-developer-mode to make default developer mode time on x86 2s
This will trigger setting gbb.flags to 1 in cros_bundle_firmware so the
factory time is reduced.
GBB.flags will be changed in the factory process.

emerge-stumpy chromeos-bootimage
gbb_utility -g --flags /build/stumpy/firmware/image.bin
Should report "flags: 0x00000001"
