Introduce the QorIQ DPAA 1 Frame Manager nodes in the P2041RDB
device tree. The device tree fragments are copied over with little
modification from the Linux kernel source code.

Add device tree for P1041RDB board and enable CONFIG_OF_CONTROL
so that device tree can be compiled.
Update board README for device tree usage.
