cpufreq/amd-pstate: add kernel command line to override dynamic epp
Add `amd_dynamic_epp=enable` and `amd_dynamic_epp=disable` to override
the kernel configuration option `CONFIG_X86_AMD_PSTATE_DYNAMIC_EPP`
locally.
