octeontx2-af: remove duplicate SCTP port flags
proto_flags ORs BIT_ULL(NPC_SPORT_SCTP) and BIT_ULL(NPC_DPORT_SCTP)
twice. The second pair is redundant and does not change the mask.
Drop it.
