usb: isp1362-hcd: remove Philips ISP1362 USB OTG controller driver
The last user of the platform driver was a Blackfin BF533 powered board, and it was removed in commit 4ba66a976072 ("arch: remove blackfin port") along with the whole Blackfin architecture support 7 years ago.
