spi: dt-bindings: spi-qpic-snand: Add IPQ9650 compatible
The QPIC SPI-NAND flash controller found on IPQ9650 is identical to the
one present on IPQ9574. Add the IPQ9650 compatible and use IPQ9574 as
the fallback.
