The framer driver defines framer_pm_runtime_put() to return an int,
but that return value is never used. It also passes the return value
of pm_runtime_put() to the caller which is not very useful.
Returning an error code from pm_runtime_put() merely means that it has
not queued up a work item to check whether or not the device can be
suspended and there are many perfectly valid situations in which that
can happen, like after writing "on" to the devices' runtime PM "control"
attribute in sysfs for one example.
Modify phy_pm_runtime_put() to discard the pm_runtime_put() return
value and change its return type to void.
No intentional functional impact.
This will facilitate a planned change of the pm_runtime_put() return
type to void in the future.

The xlate callbacks are supposed to translate of_phandle_args to proper
provider without modifying the of_phandle_args. Make the argument
pointer to const for code safety and readability.

A framer is a component in charge of an E1/T1 line interface.
Connected usually to a TDM bus, it converts TDM frames to/from E1/T1
frames. It also provides information related to the E1/T1 line.
The framer framework provides a set of APIs for the framer drivers
(framer provider) to create/destroy a framer and APIs for the framer
users (framer consumer) to obtain a reference to the framer, and
use the framer.
This basic implementation provides a framer abstraction for:
- power on/off the framer
- get the framer status (line state)
- be notified on framer status changes
- get/set the framer configuration
