x86: mmc: Move common FSP functions into a common file

This creates a generic PCI MMC device. Signed-off-by: Simon Glass <sjg@chromium.org> Reviewed-by: Bin Meng <bmeng.cn@gmail.com> Tested-by: Bin Meng <bmeng.cn@gmail.com>
