clk: mediatek: mt7988: reorder TOPCKGEN factor ID
Reorder TOPCKGEN factor ID to put TOP_FACTOR first and then PLL. This is
to match how it's done in upstream kernel linux and in preparation for
OF_UPSTREAM support.
