This patch includes misc changes to already present Octeon MIPS C files
files, which are necessary for the upcoming ethernet support.
The changes are mostly:
- DM GPIO & I2C infrastructure
- Coding style cleanup while reworking of the code

Import cvmx-helper-util.c from 2013 U-Boot. It will be used by the later
added drivers to support PCIe and networking on the MIPS Octeon II / III
platforms.
