First try dropping this was with commit 37434db29be4 ("spi: atmel: Drop
atmel_spi.h") back in 2018 which was reverted not much later with commit
5270df283676 ("Revert "spi: atmel: Drop atmel_spi.h"").
Second try dropping this was in 2020 with commit beeb34ac0cc6 ("spi:
atmel: Drop atmel_spi.h"), but that only moved all the definitions into
the source file and did not remove the header file.
Currently all of the definitions in the header file are (still)
contained in the source file, and the header file is include nowhere.

As we aren't quite able to convert some platforms with a very small size

atmel_spi.h has register offsets, and atmel_spi_slave
structure, move it into .c file for better readability
and drop atmel_spi.h

move CONFIG_SYS_SPI_WRITE_TOUT into drivers/spi/atmel_spi.h
and define a default value. Delete this define in the board
config files, where it is possible (all boards use currently
the same value).

This adds a driver for the SPI controller found on most AT91 and AVR32
chips, implementing the new SPI API.
Changed in v4:
- Update to new API
- Handle zero-length transfers appropriately. The user may send a
zero-length SPI transfer with SPI_XFER_END set in order to
deactivate the chip select after a series of transfers with chip
select active. This is useful e.g. when polling the status
register of DataFlash.
